A hole for reducing water hammering is created in the main disc and the valve is opened and closed through the auxiliary disc, and opening and closing speed at the auxiliary disc is controlled to be slower than the main disc so that the intensity of water hammering caused is reduced when the main disc closes the flow path. A cylinder is attached to the end of the shaft connected to each disc for complete double sealing, and the speed can be controlled using the speed controller attached to the cylinder. It can play the role of by-pass to bring fluid from the secondary side to the primary side when the operation is suspended for a long period of time by opening the auxiliary disc with the declutch gear attached to the end of the auxiliary axis.
